He is walking around, looking for food. His circumstances are embarrassing. How can he get out of his rut?
He lost his passport years ago ; his Medicare card was stolen and he sold his blue hospital card. He lent his bus pass to someone who kept it and he never had a driver’s license. When he feels rejected by a community, he hitch-hikes to another place despite the dangers of this means of transportation. He has valid reasons for feeling rejected : there are judgements pending against him in Quebec, Ontario and Alberta. Bench warrants for failing to appear in Court are outstanding in Winnipeg, Saskatoon, Laval, Halifax and Gander. When he is in Montreal, he asks that his tickets be sent to la Maison du Pere. He is angry about altecations he had with municipal police in Regina, Longueuil, Brantford, Hamilton and Ottawa. Dark figures with organized crime are out looking for him in Toronto and elsewhere.
One of the mysteries which follows him like a shadow is his name : Job is his nickname. He knows his real name but never pronounces it. But he forgot his birth date! Not easy to get a birth certificate under those conditions… He is afraid of social services and he feels rejected by health services. The dressing on his knee should be changed but he keeps it there. It gets worse : he doesn’t want to take anti-psychotics. He disagrees with advice this would help him. Anyways, he could not manage a month’s supply. For now, he squats with other vagrants in a fire-damaged building plagued by mould, without running water with a jerry-rigged electrical connection which can provide 100 watts.
He usually eats rejects and garbage from food stores and restaurants. His family will not provide much help. His parents are deceased, he has no brother or sister, he stole from his uncles, which angered his cousins. More distant relatives did not send change of address notifications : since Job has no address, he cannot get mail.
His schooling was interrupted by failures and a devil-may-care attitude. Anyways, few programs cater to those who, like him never finished high school. And the first step of admission is to provide documents which he doesn’t have.
His work experience is limited to seasonal farming jobs he had long ago. Numerous rejections he got since losing his SIN card have discouraged him.
He looks gruff, unshaven, smelly, with dirty clothes. He has a few active cavities.
The season he fears the most is winter. He hopes to find a heated apartment by then but how can he do that if he has no income? He fears welfare officials and will not sign forms.

Death of Claudio Castagnetta in Quebec City
On September 18 ,2007 Caaudio Castagnetta was walking barefoot and he was disturbing customers in a grocery shop. Six policemen intervene and he was tasered because he was resisting arrest. At his Victoria Parc cell, he bangs his head against the walls; he is fitted with a hockey helmet. He shouts at night, removes his clothing and has convulsions. At noon, he is transferred to the Palais de justice de Quebec. He licks the walls and sprays toilet water on his face, he talks incoherently and loses his balance so his court appearance is cancelled. At Centre de detention de Quebec, he is believed to be passively resisting but he is unconscious. He dies at hospital on the 20th.
The autopsy concludes he died of cerebral edema and methamphetamines have been detected in his urine.

Young americans don't ask for help
A recent study shows that 7,000,000 Americans aged 18 to 25 need help for drug or alcoohol abuse. 93% of them did not get the help they needed. 96% of those did not perceive they needed help. And only one third of that slim 4 % took a step to get help. The research was based on home interviews : 8% had a drug problem and 17 % an alcohol problem, based on DSM4R definitions. access to Medicaid or CHIP triples participation to a detox program. Man killed by Taser
Aron Firman, a 27 year-old man who lived in the Blue Mountain Residence in Cliingwood, Ontario, died on june 24, 2010 after being taserd by the OPP. He worked in construction then got into drugs and started hearing voices. He gets into trouble, is imprisoned a few times and that is when the autorities discover that he does not have his canadian citizenship. So they talk about deporting him in England where he is born even though he has no family or friends there. Maybe that is why he elbows a policeman. He gets tasered and is dead by the time he gets to the hospital. The special investigations unit does not blame the policeman. Senator Jim Webb, (D-Va) chairman of the Senate armed services committee military personel panel, was surprised to hear that 17% of american soldiers in Afghanistan is taking a psychotropic (or pain) medication. He quoted the Army Times which is taking its information from the Defense Logistics Agency. The total costs in the last 9 years is 1,100,000,000 $. The 4 classes of drugs involved are (with the cost in 2009) antipsychotics ( 16,000,000 $ ), benzodiazepines (17,000,000 $), anticonvulsants (35,000,000 $), antidepressants (41,000,000).

"Innocent civilians" interfere by running towards the american soldiers while shouting in a foreign language. In a second run when the soldiers have access to a military Taser, they can zap suspects and ask questions later. This better control of the situation also means that the "terrorists" are less likely to escape. Fun stuff for armchair officers!
